What is HUD NSPIRE?

NATIONAL STANDARDS FOR THE PHYSICAL INSPECTION OF REAL ESTATE, which will replace the current UPCS inspection model. The NSPIRE model prioritizes health, safety, and functional defects over appearance. It implements inspections that better reflect the true physical conditions of the property. The NSPIRE model supports the adoption of sound, year-round maintenance practices.

What will NSPIRE prioritize?

NSPIRE will be a resident-focused protocol. Some cosmetic and non-life-threatening defects will not be transferred to NSPIRE. NSPIRE protocol has continuous improvement with rules proposed to update the protocol every three years if needed. NSPIRE focuses on health and safety issues that a property may have and will require properties to health and safety issues within 24 hours and non-health and safety issues within 30 days. 

Items that are being added or updated with NSPIRE. 

Smoke detectors are required on every floor and every bedroom. (Still a zero-point deduction)

Carbon Monoxide Detectors are required in every unit with a fuel-burning source attached to the building.

GFCIs are required within six feet of a water source.

Failure to maintain a minimum and maximum temperature in a unit. 

Overgrown Vegetation is being removed

When will NSPIRE go into effect?

Multi-Family (May of 2023) Public Housing (October of 2023)
